Though the Productivity Commission has indicated that effective markets can deliver effective adaptation – there are many indications that the market inclusion of climate change risk has yet to gain momentum and even that some regulation is hindering risk transparency. This panel will explore where there has been successful market operation to reduce risk or promote adaptation, as well as the causes and consequences of market failure.
